Contract Overview
SEWP - Solutions for Enterprise-Wide Procurement - is the premier contract vehicle for Information and Communications Technology requirements. NASA’s designation as an Executive Agent by the Office of Management and Budget, based on the Information Technology Management Reform Act of 1996, grants statutory authority for use of the SEWP contracts by the entire U.S. Federal Government.

SEWP Ordering Information
It is highly recommended that the SEWP Quote Request Tool be used when requesting price quotes. This tool can be used for Requests for Quote, Requests for Information, Market Research Requests, and catalogs.
The Quote Request Tool is available through the NASA SEWP Portal.
Fair Opportunity
FAR 16.505(b)(1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding $10,000 and issued under multiple-award contracts. The FAR states that the method used to obtain fair opportunity is at the discretion of the Contracting Officer, and that the Contracting Officer must document the rationale for the placement and price of each order.
The SEWP online RFI/RFQ tool is the recommended method to assist in this activity and augment the required decision documentation. The tool will automatically include the Contract Holders within a selected Group or based on a suggested source.
Note: Fair Opportunity must be provided to all Contract Holders within one or more SEWP Groups. There is no requirement to obtain three quotes as long as all Contract Holders within a Group were given the opportunity to provide a quote.
The SEWP surcharge is 0.34%.
