Blanket Purchase Orders
BPA’s are often overlooked as a viable avenue to purchase equipment and services. The FAR (13.303) establishes BPA’s as a simplified method of filling anticipated repetitive needs for supplies or services. BPAs establish a communication path between the customer, the contracting office, and the potential vendor for future use and once established, no minimum purchase requirement must be met.
BPA Advantages:
- BPA’s require no funding to initiate
- Purchase Orders executed under a BPA are limited to $100,000 each
- Exact items, quantities and delivery requirements do not need to be known in advance
- Once in place, very fast turnaround vs. initiating a contract
ADS, Inc. has a contracts department designed to serve government customers and that specializes in reviewing RFPs and developing blanket purchase agreements (BPAs). This is geared toward helping government customers set up acquisition strategies, and a BPA results in a quick turnaround when an order is needed. A BPA creates an agreement between a customer, a contracting office, and vendor with no purchasing requirements and is useful when a need for repeat services is a possibility.
